Система таможенных льгот, в соответствии с которой товары, ввозимые в развитые страны из развивающихся стран, облагаются таможенными пошлинами по пониженным ставкам либо пользуются беспошлинным режимом. Общий принцип такой системы был рекомендован Конференцией ООН по торговле и развитию в 1968 г. и воплощен, в частности, в национальных преференциальных схемах в странах ЕС, Австралии, Беларуси, Болгарии, Канаде, Японии, Новой Зеландии, Норвегии, России, Швейцарии, Турции и США. Такие преференции противоречат принципу режима наибольшего благоприятствования, но существуют в силу постоянного изъятия из режима наибольшего благоприятствования на основе Уполномочивающей статьи
